You need to separate them with a non-conductor like epoxy or completely isolate them from the electrical system, includng the ground (frame). Iron-Aluminum isn't as bad as iron-copper or aluminum-copper but it still won't last. Also silver solder won't give you the strength and vibration tolerance you need, bronzing might. I suggest you weld aluminum tabs onto the fender. Buy some oxidation prevention cream in the electrical section of you local hardware store, (Brand names - Oxy-Guard or No-Al-Ox) and put a thin layer on the tab when you bolt it onto the frame. This will prevent reaction between the frame and the fender but still allow good electrical connection between them so you can ground the lights to the fender. Works great on battery posts too.
